The memorandum enclosed in 4 states:

that the siding in question was erected

solely on behalf of the Wagons-Lits.

2. that the Railway did not want to store these

coaches at all, owing to limitations of space and the

fact that the staff were fully occupied with extra

work necessitated by typhoon repairs, hostilities in

China, and the connection with the Canton-Hankow

railway.

3. tnat the coaches were stored free of charge

for a period.of one year, and that the Railway waived

charges for temporary storage, transfers, shunting and

otner incidentals.

that although the sidings will be of

considerable use to the Railway at a later period,

the Manager could not have justified their construction

this year in the ordinary way.

In these circumstances it seems to me clear

that the Colonial Government would not be justified

in making a further contribution to the cost of storage

of these coaches, and I suggest that the Wagons-Lits

Company should be informed accordingly.
